Until now, water policy has only paid very little attention to processes of water use. Decision making processes related to changes of water infrastructures as well as conventions on water use require a relatively "broad" base in order to have sustainable im-pacts. It is discussed how a public concern with problems of water use is perceived and evaluated by various empirical studies of different dimensions and ranges. The potential effects of participation-oriented procedures are assessed, as well as the impacts of "image-" and behaviour related campaigns, consens-building strategies and problem oriented cooperation. The author concludes that strategies concerned with the (general) public negotiation of sustainability goals and processes should be complemented by strategies designed for specific actors. These strategies can build on Local Agenda 21 processes. In this respect, Agenda 21 offers a valuable - yet in the German debate hardly recognised - list of hints to incorporate different actors in decision making processes.
