Zum von der EU-Kommission vorgelegten Entwurf für eine EU-Verordnung zur Wasserwiederverwendung wird Stellung genommen; sie ist aus Sicht der Forschung an vielen Stellen unbedingt nachbesserungswürdig. So sind die vorgeschriebenen Techniken zu pauschal. Zahlreiche zentrale Definitionen - bereits zum Anwendungsfeld der Verordnung - fehlen, und der Umweltschutz kommt zu kurz. Die beabsichtigte Wirkung, die Landwirtschaft gegenüber Trockenheit zu stärken, lässt sich mit den eingesetzten rechtlichen Mitteln nicht erreichen. The EU regulation "on minimum requirements for water reuse" proposed by the European Commission is being commented on; from the research's point of view, it needs to be improved in many areas. The stipulated techniques are too general. Numerous central definitions, already on the field of application of the regulation, are missing and environmental protection is being insufficiently addressed. The intended effect of strengthening agriculture against drought cannot be achieved with the legal means that have been used.

Technical infrastructures are indispensable for the provision of public services while also playing a key role in climate adaptation. In the face of increasing climate extremes and resource scarcity, these infrastructures are facing profound challenges that endanger their functionality. And here, simple adjustments are not sufficient but fundamental transformations of the various infrastructure systems are needed.
